Ex‐post studies of projects are increasingly being commissioned as an aid to better understanding of project performance. Such studies are particularly called for where a number of separate agencies and analysts are involved in the planning and management of new ventures. The Maiduguri Dairy project in Nigeria is an example of such a project, and the evaluation study indicated the extent to which, even with a relatively simple project, achievement of one policy objective may lessen the achievement of other objectives.
