The assumptions underlying the central Brandt Report proposal for massive transfer of resources from rich to poor countries are false and the political chances of their being introduced are minute. Interdependence between North and South does not imply mutuality of interests and the procedures by which the Brandt Report proposals might be implemented are mostly at variance with the exigencies of power relations and established interests in the world economy. The Brandt Report's treatment of transnational enterprises is particularly weak.
