The Brandt Report is coherent and well presented and it contains some important and substantive conclusions. The proposals on individual topics are summarised. But it is difficult to believe that much will change as a result, partly because the coverage is so extensive and inevitably superficial. The fact that members of the Commission were formerly, rather than actually in political power reduces the significance of the proposals. The concept of mutuality of interests is less powerful than is suggested in the Report.
